I am Paul Elvere DELSART, and my deep ambition is to restore the concept of city-states, not through a merely historical or nostalgic lens, but through a fully reimagined dynamic adapted to the challenges of the 21st century. Through my EL4DEV program and its sub-program LE PAPILLON SOURCE, I am restoring to the city its role as a spiritual, cultural, educational, ecological, and decision-making nucleus. My vision of city-states is not that of autonomous micro-nations retreating into isolation, but rather of radiant hubs, interconnected on a global scale, embodying alternative models of governance, development, and cooperation.

I see in the city-state a political entity, but more importantly a philosophical one, capable of carrying within it a holistic vision of communal living. It becomes the stage for large-scale societal experimentation, where citizens, creators, researchers, farmers, artists, thinkers, and builders work together to create a society that is human-scaled, resilient, ethical, and conscious. Through these new cities, I hope to see the rise of a new aristocracy of spirit and heart, not hereditary, but grounded in wisdom, just action, and shared knowledge.

These cities are physically embodied in the infrastructures labeled LE PAPILLON SOURCE. They are true Templar Commanderies of the 21st century: self-sufficient, experiential, educational, and productive domains that radiate from rural or semi-urban territories, often marginalized or neglected by dominant economic logics. They house Vegetal Calderas, my vertical vegetal structures of positive geoengineering, which function as energetic and ecological centers. These structures symbolize elevation, the link between Earth and sky, the union of the material and the spiritual. They not only generate humidity and biodiversity, but also create a regenerative and inspiring atmosphere.

Each city-state thus conceived becomes a center for self-regulation, soft self-governance, and societal diplomacy. I reject centralized models that alienate local will. Instead, I propose upward regulation, based on territorial intelligence, the culture of place, and collective aspiration. It is the small municipalities, grouped into Societal Economic Interest Groups, that finance and jointly manage the projects. They become co-owners of the infrastructures, the ideas, and their own destiny. Through them, it is the people who reclaim the power to build, dream, exchange, and harmonize.

The symbolism I seek to reactivate through the city-state is fundamental. It refers to the idea of the sacred center, the agora where we debate, create, and heal, the sanctuary where nature, knowledge, and community are one. It is a space where sovereignty is not exercised through force or finance, but through collective wisdom, shared responsibility, and the pursuit of meaning. In this model, the city becomes the beating heart of a new world, a world of reconciliation between humanity and its environment, between peoples and their memories, between the individual and the community.

By restoring the city-state, I give each territory the capacity to be the master of its choices, its priorities, its future. But I do not seek isolation; I seek connection. These cities are destined to form transnational networks, horizontal alliances founded on shared values: peace, justice, equity, creativity, and regeneration. They are the first building blocks of a global civil society that regulates itself, no longer subjected to abstract elites, but grounded in tangible realities and the aspirations of the people.

My approach is as spiritual as it is pragmatic. I believe that symbolism is a driving force for transformation. In the city-states I envision, every structure, every function, every interaction is designed to awaken, educate, and connect. The city thus becomes a living organism, a dynamic sanctuary, a collective work of art. This is how I intend to restore the city-state concept, not as a relic of the past, but as the avant-garde of a re-enchanted and regenerated world.
